California doesn’t have a water problem, it had an energy problem. (Day 28)

California imports a crazy amount of water, and still doesn’t have enough.

However, it also has hundreds of miles of coastline with the biggest body of water in the world. So water isn’t the issue: it’s got far more than it needs. Usable water is the issue.

And the only hurdle between ocean water and usable water is energy (and a bit of infrastructure, but water purification equipment isn’t horrendously expensive to build).
